What the rule actually is in Ecuador
Our own reading, not a summary of someone else's
Sports betting was formalised by Executive Decree 487, signed in December 2024 with the operating rules effective 1 July 2025, and the Ministry of Sports is the regulator. Online casino remains illegal. The economics are heavy for the size of the market: a licence runs five years and costs 655 unified basic salaries a year, $307,850 in 2025 and reindexed since, operators pay 15% of gross revenue, a further 15% is withheld on player payouts, and 15% VAT applies to the digital service. Ecuador is dollarised, so USD is the operating currency and there is no FX layer to manage.
