Entry economics sit in the law; €250,000 share capital, a €300,000 bank guarantee or deposit held at a bank domiciled in Serbia, and a €10,000 daily risk deposit. The amendments adopted in November 2024 (in force 6 December 2024, applied from 6 January 2025) are the payments-relevant part: online organisers must give the Administration access to their database or a replicated Mirror Server, e-licensing and KYC/self-exclusion data exchange were tightened, and individual cash deposits or withdrawals above RSD 1,175,000 in any 30-day window are now restricted.

Casino du Liban in Jounieh has held the exclusive land-based license since 1959, extended by Law No. 417 of 1995 through 2026, alongside the state lottery run by La Libanaise des Jeux; so the concession that has defined Lebanese gambling for six decades is up for renewal or reshaping right now, which is the single thing worth watching here. Online is closed on paper: in 2013 the Ministry of Justice directed internet providers to block offshore gambling sites, largely to protect the casino's revenue.
