What the rule actually is in Spain
Our own reading, not a summary of someone else's
DGOJ-licensed under Law 13/2011 and taxed at 20% of GGR, or 10% for operators registered in Ceuta and Melilla. General licences run ten years and renew for the same term, with singular licences layered on per game. The ticket is modest by European standards: roughly EUR38,000 for the general licence plus EUR2,500 per singular one, with certification costs on top. Advertising and bonus rules are among the strictest in Europe, and operating unlicensed draws fines up to EUR5m alongside website blocking. Bizum dominates deposits, and it is a bank-consortium rail rather than something any PSP can resell.
