The rule in Spain

Regulator, licensing and what it means for payments

Spain licenses online gambling through the DGOJ under Law 13/2011 and taxes it at 20% of GGR, or 10% for operators registered in Ceuta and Melilla. General licenses run 10 years and renew for the same term, with singular licenses added per game. The general license costs EUR38,000 plus EUR2,500 per singular license, with certification costs on top. Offering gambling without a license is a very serious infringement, with a fine of EUR1m to EUR50m that can come with a ban of up to 4 years and closure of the website. Advertising and bonuses run under Royal Decree 958/2020. The Supreme Court struck down its welcome-bonus ban on April 2, 2024, so operators can offer sign-up bonuses again, though not to self-excluded or at-risk players. TV and radio gambling ads still run only between 1 a.m. and 5 a.m.
