A market earns a page when at least 3 providers in our catalog have a recorded local-rail entry for it and we have written at least 60 words of our own about how it works. Both tests are computed at build time, not curated. The first keeps us from publishing a page whose provider table would read "nobody we track serves this"; the second keeps us from publishing a page that only restates structured data anyone could assemble.
