What the rule actually is in the Philippines
Our own reading, not a summary of someone else's
PAGCOR-regulated for both domestic and offshore licensing, at an effective 30% for e-casino operators and 20% for the rest. The 2026 change is structural. PAGCOR introduced a monthly Minimum Guaranteed Fee to stop operators from misdeclaring revenue, then deferred it from 1 April to 1 June 2026 citing economic conditions. In the first tranche an e-casino licensee with PHP30m of monthly GGR owes PHP9m, while a non-e-casino operator at PHP15m owes PHP3m. A floor on fees rather than a share of declared revenue favours scale, and consolidation is the expected result. Wallets carry the cashier, GCash first.
