What the rule actually is in Greece
Our own reading, not a summary of someone else's
HGC-licensed under the 2020 framework, with .gr operations, seven-year licences and 35% of GGR in tax, charged after 20% corporate tax has already been applied. The market is mature and the deposit mix has moved decisively onto domestic instant payments. IRIS, the account-to-account rail DIAS operates across Alpha, National Bank, Eurobank and Piraeus, is the hero method, and reaching it means a local DIAS connection rather than a card integration. Enforcement runs on both layers: the HGC has blacklisted around 11,000 unlicensed sites for ISPs to block, and payment institutions are barred from processing transactions to or from accounts tied to those operators.
How money actually moves
The rails players reach for, in the order that matters locally
- IRIS Paymentsdominant
instant bank transfer
DIAS-operated A2A instant rail (Alpha/NBG/Eurobank/Piraeus); hero deposit method; local DIAS connection matters.
- Viva Wallet / Viva.commajor

Greek wallet + acquirer; local card acquiring advantage.
- Greek bank cards (debit)major
local cards
Domestic debit issued by the four big banks; still standard at licensed sites, though IRIS has taken the deposit lead.
Which providers reach these rails
3 of the providers we track carry a recorded entry for this market
Direct acquiring
1A direct relationship with the local rail rather than a hop through someone else's.
| Provider | Rails named | Evidence |
|---|---|---|
| OKTO | OKTO.CASH (cash voucher), OKTO.WALLET (e-wallet) | named clients |
Aggregated or indirect
2The rail is reachable, but through an aggregator, a local PSP or a wallet rather than directly.
Evidence grades run from named clients through platform catalogs and industry knowledge down to a provider's own claim. A claim we could not corroborate is still shown, labelled as what it is. See our methodology.

Enforcement reaches
site blocking and payment blocking
Enforcement here touches the money, not just the domain, so a processor can be ordered to stop serving an operator.
