The rule in Austria
Regulator, licensing and what it means for payments
Online casino in Austria is a state monopoly run through win2day, and Austria does not block payments to offshore operators, so MGA-licensed operators serve Austrian players openly. On August 4, 2026, the Finance Ministry notified the European Commission of its draft law to open the market. The draft keeps lotteries under monopoly and opens online casino to an uncapped number of licensees on 5-year licenses that can be extended by up to 10 years. Under it, unlicensed operators have to leave by January 1, 2027, license applications open on October 1, 2027, and win2day's license runs to December 31, 2028. The draft also bars payment providers from processing payments for unlicensed operators and puts blocking duties on hosting and caching providers. The Finance Ministry runs licensing until Austria sets up an independent gambling authority.
