A state-concession market: the 1970-vintage national lottery LONACI holds the exclusive concession over online games, sports betting and lotteries, and licenses the operators that run under it — Betclic, Premier Bet, 1xBet and Sportcash among them, with Bet360 licensed as recently as April 2026. So market entry is a LONACI relationship, not an application to an independent regulator.
