What the rule actually is in Cote d'Ivoire

Our own reading, not a summary of someone else's

A state-concession market: the 1970-vintage national lottery LONACI holds the exclusive concession over online games, sports betting and lotteries, and licenses the operators that run under it — Betclic, Premier Bet, 1xBet and Sportcash among them, with Bet360 licensed as recently as April 2026. So market entry is a LONACI relationship, not an application to an independent regulator. On the money side Côte d'Ivoire is one of the clearest mobile-money markets we track: Orange Money alone carries an estimated 70-80% of deposits, and cashiers let players pick Wave, Orange, MTN or Moov and settle in CFA francs in about ten seconds.
