The rule in Uganda

Regulator, licensing and what it means for payments

The National Lotteries and Gaming Regulatory Board licenses operators. Uganda harmonized its gambling tax on July 1, 2026, replacing a split that charged gaming 30% and betting 20% with a single 30% of GGR on both, and 15% is withheld on net player winnings. A foreign online sportsbook budgets UGX100m in initial fees, and East African nationals pay half. Bettor accounts must be linked to a phone number, and deposits run on mobile money: an operator without MTN and Airtel wallet integrations has no cashier at all.
