What the rule actually is in Zambia
Our own reading, not a summary of someone else's
Licensed by the Betting Control Board, with a tax base rebuilt at the start of 2026. The Betting Levy Act No. 27 of 2025 came into force on 1 January and charges 5% on money paid into a customer's gaming account and another 5% on money taken out, while Statutory Instrument No. 1 of 2026 suspended the excise duty on betting introduced only in September 2025. Withholding on winnings stays at 15%. Offshore brands including Betwinner and 22Bet serve alongside the licensed field. Airtel Money and MTN MoMo are co-dominant, and a direct merchant code is what earns biller approval and access to payout APIs.
