Regulator, licensing and what it means for payments

The Betting Control Board licenses operators, and Zambia rebuilt its betting tax base at the start of 2026. The Betting Levy Act No. 27 of 2025 came into force on January 1, 2026, and charges 5% on money paid into a customer's gaming account and another 5% on money taken out, while Statutory Instrument No. 1 of 2026 suspended the excise duty on betting introduced in September 2025. Withholding on winnings stays at 15%. Offshore brands including Betwinner and 22Bet serve players alongside the licensed field. Airtel Money and MTN MoMo are co-dominant, and a direct merchant code earns biller approval and access to payout APIs.
