What the rule actually is in Rwanda

Our own reading, not a summary of someone else's

Licensed by the Rwanda Development Board through its National Lottery and Gambling Commission, which resumed issuing licences on 1 August 2025 after a thirteen-month freeze and cleared Betway, ElephantBet and ForteBet in July 2026. The cost of entry moved sharply: the GGR tax went from 13% to 40% in February 2025, with a further 25% withheld on player winnings. There is no domestic mobile-money levy in 2026, which matters more than it sounds, because mobile money is the entire cashier here and a direct MTN biller code is what drives gambling approval and payout reliability.
