The rule in Rwanda

Regulator, licensing and what it means for payments

The Rwanda Development Board licenses operators through its National Lottery and Gambling Commission, which resumed issuing licenses on August 1, 2025, after a 13-month freeze and cleared Betway, ElephantBet and ForteBet in July 2026. Entry got much more expensive in February 2025, when the GGR tax went from 13% to 40%, and a further 25% is withheld on player winnings. Rwanda has no domestic mobile-money levy in 2026, and that matters because mobile money is the whole cashier and a direct MTN biller code drives gambling approval and payout reliability.
