What the rule actually is in Vietnam
Our own reading, not a summary of someone else's
Gambling is barred for locals with narrow exceptions, so the market is served offshore and the binding constraint is financial rather than legal. Vietnamese banks screen and block transactions flagged as gambling, and the wallets police it themselves: MoMo, ZaloPay, ViettelMoney and ShopeePay all prohibit gambling transactions and suspend accounts that carry them. The Ministry of Information and Communications publishes a blacklist for ISPs to block, running to 904 sites flagged for promoting gambling and betting, and has pressed the State Bank of Vietnam to stop payment intermediaries serving unlicensed operators. Enforcement follows the money across borders too, with police dismantling a Laos-based payment network in June 2026 that had moved VND4tn, about $152m, for Vietnamese players. Local rails do appear at offshore sites, but through intermediaries rather than any clean direct integration.
