iGaming payments in Vietnam

Vietnam bars gambling for locals with narrow exceptions, so the market is served offshore and the banks are the binding constraint. Vietnamese banks screen and block transactions flagged as gambling, and the wallets police it themselves: MoMo, ZaloPay, ViettelMoney and ShopeePay all prohibit gambling transactions and suspend accounts that carry them. Vietnamese authorities order ISPs to block gambling sites, and the electronic information bureau that handles takedowns has sat under the Ministry of Culture, Sports and Tourism since the Ministry of Information and Communications merged into the Ministry of Science and Technology on March 1, 2025. Before the merger, that ministry blacklisted 904 sites for promoting gambling and betting and pressed the State Bank of Vietnam to stop payment intermediaries from serving unlicensed operators. Enforcement follows the money across borders too, and in June 2026 police dismantled a Laos-based payment network that had moved VND4tn ($152m) for Vietnamese players. Local rails appear at offshore sites only through intermediaries.

  MoMo is the largest Vietnamese wallet. It prohibits gambling transactions and suspends accounts that carry them, so MoMo in an offshore cashier means an intermediary.
