Gambling is restricted and illegal for Muslims, so the market runs offshore and the state's answer is takedown volume rather than licensing. MCMC blocked 1,778 gambling sites and removed 457,562 pieces of gambling content between the start of 2025 and the end of May 2026, working from the Communications and Multimedia Act 1998 and the newer Online Safety Act 2025. FPX carries deposits because it is the bank-transfer standard every Malaysian bank supports, and offshore operators reach it through aggregators rather than directly.
