What the rule actually is in Cameroon

Licensed and taxed rather than tolerated: authorisation runs through the Ministry of Territorial Administration and the gaming regulator (Agence de régulation des jeux), covers entertainment, commercial and online gambling, and online licences run five years against 15% of GGR. The practical constraint is not the licence but the rail — Cameroon's deposit economy is mobile money, so an operator without an MTN MoMo and Orange Money integration has no cashier worth the name regardless of what its licence says.
