What the rule actually is in Brazil
Our own reading, not a summary of someone else's
Regulated since January 2025 under Law 14.790: a licensed operator runs a .bet.br domain behind a Brazilian CNPJ, and only institutions authorized by the central bank may touch bettor money. The payment rules are the strictest of any major market and they keep tightening. Credit cards, boleto, cash, checks and crypto are all barred as betting instruments, which leaves Pix, TED and debit; MP 1.355 then closed the credit-linked-Pix loophole on 4 May 2026 by barring institutions from extending credit tied to betting transfers, and it has to convert into permanent law by 14 September 2026 or lapse. Since 19 June 2026 a bank or payment institution served with an SPA irregularity notice must block an unlicensed operator's funds within 24 hours, with joint tax liability for anyone who keeps serving it. Costs climb on a fixed schedule: the GGR levy rose from 12% to 13% in 2026 and is legislated to reach 14% in 2027 and 15% in 2028, on top of a R$30m authorization covering five years and at most three brands.
How money actually moves
The rails players reach for, in the order that matters locally
- Pixdominant
instant bank transfer
~90% of deposits and withdrawals; CPF name-match (sender = registered bettor) required; an offshore-only aggregator that can't settle through a BCB-authorized entity is non-compliant, not just weaker. The #1 capability to verify for Brazil.
- Boletomajor
vouchers & cash
Cash/bank voucher; deposit-only. BANNED as a betting payment instrument for licensed .bet.br operators (Portaria SPA/MF 615/2024, alongside cash, checks, credit cards and crypto); an offshore-facing rail only.
- Debit (Elo)
local cards
Debit allowed (credit banned); Elo is the local scheme.
- TED
bank transfer
Legacy wire; mostly displaced by Pix.

Enforcement reaches
site blocking and payment blocking
Enforcement here touches the money, not just the domain, so a processor can be ordered to stop serving an operator.
