iGaming payments in Brazil
Brazil is the rare market where the payments question comes before the commercial one. Law 14.790 does not just say who may take bets; it says which instruments may carry the money, and which institutions are allowed to touch it at all. Get that wrong and you are not running a weaker cashier, you are running an illegal one.

Who is allowed to touch bettor money
The question that decides your shortlist before any commercial one
In most markets you choose a payment provider on price, approval rates and payout speed. In Brazil you start one step earlier: only institutions authorized by the Banco Central do Brasil may intermediate money moving between a bettor and a licensed operator. A processor that cannot settle through a BCB-authorized entity is not a cheaper option or a riskier one. It is outside the regime.
That turns the usual selection question inside out. "Who supports Pix" is nearly everyone. "Who can legally hold the settlement leg" is a much shorter list, and it is the one worth building from. We audited which Brazil-facing providers actually appear on the register in our BCB register audit.

What you may and may not accept
Brazil bans instruments, not just unlicensed operators
Most regulators restrict who may offer gambling. Brazil goes further and restricts what a bet may be funded with. Portaria SPA/MF 615/2024 removed credit as a funding source entirely, and swept in the instruments operators reached for next. The result is a cashier built from a deliberately short list.

Portaria SPA/MF 615/2024, Art. 3: same-institution book transfer is also permitted. Boleto still appears in Brazilian cashiers, which is a reliable tell that the operator is offshore rather than licensed.
The practical consequence is that a Brazilian cashier cannot be a copy of a LATAM one. Vouchers and cash networks that carry deposits in Mexico or Peru are simply unavailable here. We wrote the instrument-by-instrument version in the credit card ban playbook.
Pix is not a generic instant rail here
The identity rule that breaks naive integrations
Pix carries the market, but the gambling rules layer an identity requirement on top of the payment rail. The paying CPF must match the CPF registered on the betting account. A deposit that arrives from a spouse, a friend or a business account is not a slow deposit or a flagged one; it is a deposit the operator may not credit.

Name matching at the point of credit
Your provider has to return the payer's CPF and name with the settlement notification, and your cashier has to compare them before crediting. Providers that return only an amount and a reference cannot support this.

Refunds that survive MED
Pix's dispute mechanism reverses money at the rail level, outside your chargeback flow. Reconciliation breaks in specific, repeatable places, which we mapped in our piece on PIX MED 2.0.

Withdrawals to the same key
Paying out to a Pix key that does not belong to the registered bettor recreates the problem in the other direction, and it is the pattern enforcement looks for.

Your payment provider is now a compliance exposure
The machinery built in June 2026, and when it actually bites
Brazil moved enforcement onto the payment layer and then attached liability to it, in two instruments that are easy to conflate. Decreto 13.033, signed 19 June 2026, created the notice-and-block framework; under CMN Resolution 5.320, from 28 August 2026 a bank or payment institution notified by the SPA must block an unlicensed operator's funds within 24 hours and report compliance within 48. The liability side is older: joint tax liability for an institution that keeps serving a notified operator comes from Complementary Law 224/2025, with the joint SPA and Receita notification procedure set by Portaria MF 1.766 in June 2026.
For a licensed operator this cuts both ways. It is protection, because the offshore competition can be switched off at the money rather than chased through domains. It is also exposure, because your provider now has a strong incentive to freeze first and ask later, and a provider that has been cautious with one client tends to be cautious with the next.

Unusually for a market this young, most of what is coming is already dated. That makes Brazil plannable in a way that grey markets never are, and it makes a missed date expensive.

What it costs, on a legislated schedule
The rare market where you can model three years out
The authorization is R$30m for five years and covers up to three brands, which sets a floor on who can enter seriously. The tax is the more interesting number, because Complementary Law 224/2025 legislated the increases rather than leaving them to annual budget fights: 13% of GGR in 2026, 14% in 2027, 15% in 2028. An operator can build a three-year model against the statute instead of against a forecast.
