Regulator, licensing and what it means for payments

Colombia has licensed online gambling through Coljuegos since 2016, and 15 operators hold individual concession contracts, which typically run 5 years. Operators pay 15% of GGR in exploitation rights. Colombia has no VAT on online gambling. The 19% VAT that the 2025 state of emergency put on player deposits expired. A second emergency decree moved that VAT onto operator GGR in January 2026, and the Constitutional Court struck it down on April 15, 2026, ordering refunds of the VAT collected. A tax bill filed in Congress on July 20, 2026, would bring back 19% VAT on online GGR. Coljuegos has internet providers block unlicensed gambling domains. Everything settles in Colombian pesos.
