What the rule actually is in Nigeria
Our own reading, not a summary of someone else's
The November 2024 Supreme Court ruling cut the National Lottery Act back to the Federal Capital Territory, which handed regulation to the states and voided federal licences outside Abuja. The states then organised: the Federation of State Gaming Regulators agreed a unified regime effective 1 January 2026 with a flat 11% of GGR across lottery, betting and casino, and operator licences at N100m a year per category with no distinction between retail and online. Lagos adds discretionary LSLGA fees on top. It is a large market with a real cost of entry, and the payment side is unforgiving: card-only foreign acquiring simply fails, and a gambling-friendly local acquirer is what determines whether money settles.
