What the rule actually is in South Africa

Our own reading, not a summary of someone else's

The line that matters here is not licensed versus unlicensed, it is which product. Online casino, slots and poker are illegal nationwide, reaffirmed in February 2026, and only sports betting and horse racing through a provincially licensed bookmaker are legal. iGaming in South Africa means betting. Provincial boards license and tax at 6% to 9% of GGR, and the National Treasury has consulted on a further 20% national tax on online betting revenue that would take the combined load to 26-29%; that is a discussion paper, not law. Blocking keeps being explored and keeps going nowhere, with the internet service providers' association arguing in July 2026 that site blocking is easy to dodge and legally shaky.
