What the rule actually is in Panama

Our own reading, not a summary of someone else's

The Junta de Control de Juegos, inside the Ministry of Economy and Finance, licenses remote gambling across casino, sportsbook, poker and bingo under a single instrument: a Panamanian company, a local office, at least three directors, a seven-year permit at roughly $40,000 up front and $20,000 a year. Two practical notes for anyone pricing this market. The JCJ does not publish its licensee list, so the field markers are a .pa domain, the JCJ badge in the footer and local rails in the cashier. And most operators serving Panamanian players hold foreign licences instead, which makes this a split market: a regulated onshore perimeter next to a large offshore-facing one. Panama is dollarised, so card acceptance is simpler than elsewhere in LATAM.

How money actually moves

The rails players reach for, in the order that matters locally

  • Clavedominant

    local cards

Panama's domestic debit network, and one of the two tells that a cashier is actually onshore-regulated rather than offshore. An acquirer without a Panamanian bank relationship cannot offer it.

  • Punto Pagomajor

    e-wallet

Local payment network and app used for bill payment and top-ups; the second field marker of a JCJ-regulated site.

  • Yappymajor

    e-wallet

Banco General's wallet and the country's most-used digital payment platform overall — about 25 million transactions a month across roughly 1.4 million users, now open beyond Banco General's own customers. Dominant in Panamanian commerce generally; on gambling cashiers it sits beside Clave and Punto Pago rather than ahead of them.

  • Cards and ACH (USD)major

    bank transfer

Dollarisation removes the FX layer, but a JCJ-licensed operation still needs local acquiring and domestic clearing for larger deposits and withdrawals.
