What the rule actually is in Italy

Our own reading, not a summary of someone else's

ADM-licensed, and 2026 completes the reset. The new nine-year concessions cost EUR7m each, EUR4m up front and EUR3m on full deployment, against ongoing duty of 24.5% of GGR on betting and 25.5% on casino plus a 3% annual fee on net revenue; 46 operators cleared stage two of the tender. Enforcement is industrial, with ADM and the state tech agency SOGEI running automated domain blocking: more than 500 sites added in 2026 alone and over 12,000 since 2019. From May 2026 a EUR100 weekly cap on cash deposits at voucher shops pushes players toward traceable rails, which is the live pressure point for payment providers here.

How money actually moves

The rails players reach for, in the order that matters locally

  • PostePaydominant

    local cards

Poste Italiane prepaid card — single most-used instrument; deposit-only; needs PostePay/Poste support, not plain Visa.

  • PayPalmajor

    e-wallet

    Very widely used; supports payouts.

  • MyBankmajor

    instant bank transfer

Italian SEPA bank-push; growing as the traceable alternative the cash cap favors.
