The rule in Portugal

Our own reading, not a summary of someone else's

SRIJ-licensed under Turismo de Portugal, with three-year renewable licenses backed by real capital: a EUR500,000 guarantee per license for player liabilities plus EUR100,000 against the special gambling tax. The tax split is unusual and it shapes product mix. Games of chance pay 25% of GGR while fixed-odds sports betting is taxed on turnover at 8%. Enforcement runs through cease-and-desist orders and ISP blocks, with more than 1,500 illegal sites ordered blocked since the market opened in 2015, alongside cooperation with banks to disrupt payment flows. On the rails side everything routes through SIBS, which owns both Multibanco and MB WAY.
