MINCETUR Register Audit: Which iGaming PSPs Are Actually Registered in Peru

Peru is the youngest fully regulated online gambling market in Latin America: Ley 31557 passed in August 2022, the reglamento landed in October 2023, and the licensing regime went live on February 10, 2024. Its regulator, MINCETUR, does something most gambling regulators do not: it publishes an official, dated, numbered register of every service provider allowed to touch its licensed platforms, payment gateways included. Any gateway that wanted to keep serving a Peru-licensed operator had to be on that register by July 31, 2024, and every operator must list its providers' registration codes in a sworn statement when it applies for or renews a platform authorization.

And almost nobody cites that register, for a mechanical reason: it exists only as a JavaScript grid inside a nested iframe, ten rows at a time across 37 pages. Search engines cannot index it, standard fetching tools cannot read it, and trade coverage still repeats provider counts from the regime's early days. On July 19, 2026, 362 registered providers filled those 37 pages. The same register-level view exists for EU crypto authorizations under MiCA, the FCA register, Brazil's central bank and six US state registers.

What a MINCETUR registration is, and what it is not

The Peruvian framework separates three layers, and the vocabulary matters the same way it did in Brazil and the US.

A platform authorization is the gambling license itself. It belongs to the operator running remote gaming or remote sports betting, it is the heavyweight application with the 12% tax on net gaming income attached, and MINCETUR has authorized about sixty platforms since the window opened in February 2024.

A linked-service registration (Proveedor de Servicios Vinculados, PSV) is what payment companies hold. It is not a gambling license and not a payments license; it is the regulator's permission slip to sell services to licensed platforms. The register spans the whole supply chain, from game studios to certification labs, which is why payment rows are a minority of the 362. For a gateway, the registration became mandatory in practice on July 31, 2024: after that date, serving a licensed Peruvian operator without a PSV code is a compliance breach on both sides of the contract, because the operator's own sworn statement has to name each provider's code.

And neither of these is a Peruvian payments license. Banking-law questions such as holding client funds stay with Peru's financial regulators. A PSV registration means MINCETUR has accepted a company as a legitimate supplier to its gambling market, not that the company acquires the card transaction or holds the float. The same modality gap runs through every register in this series, and it is why a registration and a marketing page can both be technically true while describing different things.

The register: entity by entity

The patterns repeat: multiple entities, and a day-one cohort

Two findings from earlier audits show up again in Lima.

The first is the multi-entity pattern. In the US, Paysafe holds its state gaming approvals through three separate legal entities. In Peru it is the same three-headed structure, with the Financial Services, Prepaid Services and Payment Solutions companies each filing separately, all on February 14, 2024, four days into the regulated market. Worldpay goes one further with four entities filed across two June days, split between gateway and payment-methods service classes. Nuvei registered twice: a local NUVEI PERU S.A.C. in the market's opening month and the Cyprus-headquartered NUVEI LIMITED seven weeks later, the same dual local-plus-international structure its Romanian ONJN license sits in. Register-blind brand searches would count each of these as one row and miss the rest; entity-level reading is the whole method.

The second is the date signature. Registration dates cluster hard at February and April 2024, the market's first weeks, which tells you who treated Peru as a launch priority: Paysafe's trio and Monnet on day four and five, Nuvei's local entity in week two, Mercado Pago and the local acquiring crowd in April. EBANX's group company Frontier Payments Peru filed in March 2024, and EBANX PERU S.A.C. followed in August. And payment providers are still registering in 2026, which is how a live market should behave and what the static counts in year-one trade coverage no longer capture.

The absences that are not failures

AstroPay and Directa24 are not on the register, and in both cases that is consistent with their architecture rather than a red flag. A consumer wallet can sit in a licensed cashier behind a registered gateway without holding its own PSV code, and an aggregator can route Peruvian rails through registered partners. A PSV registration filed later by either company would strengthen its standing in Peru.

Why an operator should care

The sworn-statement mechanism makes this register unusually load-bearing for procurement. When a platform applies for or renews its Peruvian authorization, the legal representative signs a declaration listing every linked provider and its registration code. Contract a gateway without a PSV row and that declaration cannot be completed honestly; keep one that lost its row and the renewal inherits the problem. That turns a supplier-register lookup, normally a nice-to-have, into a hard gate. For a young market that trade coverage credits with pulling a substantial share of play into the licensed channel, the register is also the cleanest shortlist that exists: every gateway on it has been accepted by the regulator that will process your own filing.

The practical read for a Peru-facing operator: ask any prospective PSP for its PSV code before anything else, verify the code against the register rather than the pitch deck, and prefer entities whose registration class matches what you are buying. It is a paginated grid served from a nested iframe on MINCETUR's consultation domain, which is why you cannot search it from Google and why citing it requires actually reading it: 362 rows, ten per page, with registration code, filing number, date, company name and service classes per row. Browser automation gets through it in a few minutes; by hand it is a half hour of clicking. Search by company name once you are inside, and remember the entity rule from every audit in this series: check the legal entity, not the brand, or you will find one Paysafe row and miss two, one Worldpay row and miss three. Like the data from the other five registers in this series, the MINCETUR snapshot is dated and refreshed on a calendar rather than on faith.
